FWIW, if you drop the ERA+ bar down to >=80, it only adds these two to the list:
Mariano Rivera 84 ERA+ in 67 IP in 1995 at age 25
Jose Rijo 80 ERA+ in 62.1 IP in 1984 at age 19

More like a plaque than a bust.
They don’t use busts in Cooperstown – only plaques.
