		<description>brian Cashman old school pleaaaase. i have it on good authrority the only reason Cashman wasnt in on the Tazawa deal was because he was out scouted, his scouts didnt even know Tazawa existed, this is why they didnt try to sign him, they didnt know who he was. Craig Shipley and John Deeble, have beaten the yankees again, Matsuzaka followed by okajima and now Tazawa.

		<description>You know, the Japanese Baseball teams are not covered by the MLBPA Basic Agreement.

So, if I were them, I would target the high draft picks of teams who poach on Japanese amateur players. All it would take is a couple of screwed up negotiations, where a team or two winds up paying twice what it thought it would for a 2nd or 3rd round pick, and that should bring the poaching to a rapid halt.

After all, they can&#039;t be charged with tampering or collusion, now, can they? And the MLBPA is certainly not going to object, now, is it?</description>

Cash Man plays Mr Moral whenit comes to the Japan thing and will pay through the mose for a draft pick, which I believe is not supposed to be done in MLB with the great regularity that the Yankees do it. It&#039;s not that they are the only team doing it, they are the worse offenders of it by far. IN essence, he doesn&#039;t want to offend the Japanese BUT he doesn&#039;t give a crap about abiding by the rules that govern MLB. It&#039;s as simple as that. BUT your colors as a habitual contarian are showing through big time BTW........

The Red Sox should try to get this kid if they want him, they&#039;ve had success with ywo Japanese pitchers recently and they have rings to show for it. The Tankees, let&#039;s just say that they have had very bad luck with Japanese pitchers with Igawa making Pavano look like a good signing.</description>

I guess it depends on the case of the player.  The article mentions that the Blue Wave went after Mark Schramek, who was selected by the Reds (and should be noted, eventually signed with them).

While I can&#039;t see Japan sending scouts over to the US to scout college players, I can see maybe an agent selling a player on NPB for a comparable amount if they can&#039;t agree to a MLB club&#039;s offer.</description>

I think you need to research the history of the MLB draft.  Teams have always found ways around the rules, and as a matter of fact the draft was implemented to give the &quot;lesser&quot; teams (for lack of a better term) a level playing ground because they could not compete with the larger market teams.

And going over slot for a draft pick isn&#039;t illegal.

And the point still stands that one has nothing to do with the other.</description>
