Can’t argue with the “results” on any of them.
Clemens, 2007 probably doesn’t deserve to rank that high, but it sure didn’t work out.
So, the criteria is based on dollar value? All the worst signings happen to have been since 1996? Please…..

Pascual Perez was signed to a 3 year deal, got hurt in his first year, came back briefly in his second, and was suspended in his third.
Dave LaPoint was signed to a 3 year deal, stunk in his first two, was released after his second year.
Andy Hawkins was signed to a 3 year deal, stunk all 3 years, released during his 3rd with the team.
Mike Witt was signed to a 3 year deal, after being traded for Dave Winfield, blew out his elbow in his first year, missed the second year, and came back briefly the third.
Ed Whitson, Carl Pavano, Kei Igawa are well known around these parts, no need to rehash.
