Meh. If he used HGH, it can only be proven anectodally by way of an admission from either Colon or his doctors. Since baseball hasn’t adopted a blood test for HGH there’s no other way to verify whether Colon’s resurgence is due to advanced medical techniques or use of a banned substance.
In any case, I wouldn’t care one way or the other. I want to win baseball games, not ensure that Colon will get his wings at St. Peter’s gate.

If Colon might’ve used PED’s and Cashman made inquiries to that effect, found out Colon had used them and then still offered him a contract, Cashman would put himself in harm’s way, both from a PR standpoint and from a disciplinary standpoint.
By not inquiring, he gives himself the cover of plausible deniability. Either Colon used and Cashman didn’t know about it or Colon didn’t use and thus Cashman has nothing to worry about.
